Step 1
Count the box in at the door
The receiving record is what was actually in the box, not what the packing slip said.

Meet the three
Purchase order, receiving record, invoice. Each of them is a separate claim about the same delivery.
Step 3
The tolerance
Inside the greater of five dollars or one percent, the bill clears and posts on its own.
Step 4
Outside it, the bill is held
A short shipment becomes a held bill with the reason on it, in the same queue as every other bill, so it is a decision in September and not a surprise in October.
